Key Changes in the Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010
1. Scope of Application:
- Regulation 2 has been updated to redefine which export promotion schemes fall under the new regulations. The revised clause now includes the following schemes: Duty Drawback, Remission of Duties and Taxes on Exported Products (RoDTEP), Rebate of State and Central Taxes and Levies (RoSCTL), and other similar schemes as outlined in the Foreign Trade Policy.
2. Export Procedures:
- Regulation 6 has been modified to clarify the procedures for exports:
- Sub-regulation (1): Exports under Duty Drawback, RoDTEP, or RoSCTL schemes will follow specific procedures outlined in the Shipping Bill (Electronic Integrated Declaration and Paperless Processing) Regulations, 2019.
- Sub-regulation (3): The requirement for an Authorised Courier or their agent to pass specific examinations and make electronic declarations for goods under the mentioned schemes has been emphasized.
